National Foundation for Science and Technology Development would like to announce the call for Applied Research proposal in 2019 according to Circular no. 15/2016/TT-BKHCN dated on 30 June 2016 by the Ministry of Science and Technology. Submission time is from 10 September 2019 till 17:00 10 October 2019 (Thursday) 1. Funding objectives: – To develop and extend the basic research results that are suitable for Vietnam’s needs and specialty in science and technology. – To create new technology with potential to be deployed and refined for life and production. 2. Funding targets: Organizations and individuals working in science and technology in Vietnam who apply for NAFOSTED’s funding to conduct applied research projects and other relevant organizations and individuals. 3. Requirements: 3.1. Research orientation Suitable with the research orientations stated in Item III Article 1 Decision no. 418/QD-TTg dated on 11 April 2012 by the Prime Minister on the approval for science and technology development strategy in 2011-2020 period, in particular: – Social sciences and humanities – Natural sciences – Prioritized technological orientations Details about orientations for each of the above fields could be found in the Decision no. 418/QD-TTg dated on 11 April 2012 by the Prime Minister. 3.2. Requirements for organization and individual applying for projects 3.2.1 For host institution: Having legal status and operational capability relevant to the project’s research area, as well as sufficient facilities and technology for conducting the project. 3.2.2. For the principal investigator: a) Possess relevant research expertise to the project being proposed; b) Possess research abilities and skills that match the requirements of the project being proposed, including: holding at least a bachelor degree and having relevant research results to the research field of the project being proposed, and meet one of the followings: – Having research result published on prestigious international journals or holding patent for invention or plant variety which has been granted a protection certificate within the last 05 (five) years from the date of submission; – Having research result published (on prestigious international or national journal, patent, utility solution, plant variety) and applied within the last 10 (ten) years from the date of submission; c) Having sufficient time to complete research work of the project. 3.2.3. Members of research group must have professions and skills suitable and relevant to research work of the project, including: a) Key members, scientific secretary: holding at least Bachelor degree; having relevant research results to the project’s research area which was published on prestigious international or national journals, or having patent, utility solution, plant variety that has been granted protection certificate within the last 05 (five) years from the submission deadline; b) Other members: holding at least Bachelor degree and having relevant research results to the project’s research area which was published on international or national journals, or having patent, utility solution, plant variety; c) Technicians, other supporting staffs. 3.2.4 At the same time, each individual can be principal investigator of no more than 01 (one) project funded by NAFOSTED. 3.3. Project conduction time No more than 36 months. 3.4. Project result 3.4.1. Project in natural sciences and engineering must fulfill one of the followings: a) 02 (two) patents or 02 (two) plant variety protection certificate or 01 (one) patent and 01 (one) plant variety protection certificate b) 01 (one) 01 (one) patent or 01 (one) plant variety protection certificate; and 01 (one) article published on prestigious international journal or 01 (one) utility solution protection certificate. 3.4.2. Project in social sciences and humanities must fulfill one of the followings: a) 02 (two) articles published on prestigious international journals; b) 01 (one) article published on prestigious international journal and 01 (one) article published on prestigious national journal; 3.4.3. Principal investigator must be the author of at least 01 (one) article published on prestigious international journal or 01 (one) patent, utility solution or 01 (one) plant variety protection certificate which resulted from the funded project. 4. Project application Project should be applied following the below steps: Step 1: Prepare research proposal and cost proforma using NCUD02 form (NCUD02 Form); Step 2: Login into NAFOSTED’s online management system (OMS) and follow the Guidance for submitting applied research proposal online. Step 3: After printing a hard copy of the completed application from the OMS, sign in blue ink and get approval seal in red ink, including: a) Registration form approved by the host institution or supporting institution; b) Research proposal approved by leaders of host institution or supporting institution; c) Scientific CV of the principal investigator and all research members with approval of leaders of working organization or supporting organization (unless the member is already working in the host institution); Other documents (if any), and 02 application checklist (NCUD-PK Form) to confirm the application submission to NAFOSTED. Submission time for this intake of application is before 17:00 on 15 October 2019. I. Funding objectives – To create favorable research environment in order to promote basic research activities at scientific and technological organizations in Vietnam. – To enhance research capabilities and develop robust research communities in order to enrich Vietnamese science and technology workforce. – To improve research quality towards international standards. To promote international cooperation and integration in scientific researches. II. Funding scopes: Basic research in the field of social sciences and humanities: Philosophy, Ethics and Religiology, Sociology, Political Science, Economics and Business, Economic and Social Geography, Law, History and Archaeology, Ethnology, Psychology, Educational Science, Language and Literature, Media and Communication, Art according to categories of scientific and technological research fields issued together with Decision No. 12/2008/QĐ-BKHCN dated on 04 September 2008 by the Ministry of Science and Technology (download the List here) and Decision No. 95/QD-HDQL-NAFOSTED dated on 24 June 2016 by NAFOSTED’s Board of Trustees on the announcement of List of Basic research orientations in social sciences and humanities being in effect from 2016; III. Funding targets: – Vietnam’s scientific and technological organizations; foreign organizations that are capable of conducting scientific research and currently operating in Vietnam; foreign organizations that are collaborating with Vietnam’s scientific and technological organizations in joint research. – Individual Vietnamese-citizen scientists; foreign scientists who collaborate with Vietnam’s scientific and technological organizations or with individual Vietnamese scientists. IV. Requirements for organizations, individuals conducting research and for research results For host institution: a) Must be a registered scientific and technological organization whose expertise matches with the project(s) being proposed; b) Fulfill all responsibilities of a host organization for the project(s) awarded by NAFOSTED grants For principal investigator: a) Possess relevant research expertise to the project being proposed and are employed by a registered scientific and technology organization. If the principal investigator is not currently employed by any scientific and technological organization, he/she must be supported by a reputable Vietnam’s scientific and technological organization that agrees to be the host institution (host institution must be an S&T organization with legal status, seal and account at the State Treasury); b) Possess research abilities and skills that match the requirements of the project being proposed, including: holding PhD degree or associate professor/professor title, and having relevant research results published on prestigious international journals in the last 5 years from the submission date; c) Commit sufficient time to complete the research being proposed as per regulations. In case the PI is overseas for business trip, his/her time abroad must not exceed 1/3 of the total project conduction time; d) Abide by conditions for PI registration and participation as per regulations. Research group members must have profession and skills suitable for research content of the project, including: a) Key researcher(s) and scientific secretary: achieved PhD degree or associate professor/professor title and having relevant research outcomes published on prestigious international or national journal in the last 5 years from the submission date. If member is master-degree holder, he/she must have relevant research outcome(s), including at least 01 publication on prestigious international journal(s) or 02 publication prestigious national journal(s) or 01 monograph in the last 05 years from the submission date; b) PhD students participating in the proposed project must be working on relevant dissertations and acquire dissertation-approval decision in 24 months from the submission date. c) Technician and other supporting staffs. Research results of the projects must fulfill one of the followings: – Having at least 01 article published on prestigious international journal and 02 articles published on prestigious national journal; – Having at least 02 articles published on prestigious international journal. – In the case that the research topic cannot be published on prestigious international journal, the research result must have at least 01 monograph (published or as draft which has been confirmed to be eligible for publication) and 02 articles published on prestigious national journals. * For the first 02 cases, principal investigator must be the author of at least 01 article published on prestigious international journal which resulted from the funded research project. * For exploring and discovering project, research results must include at least 01 article published on prestigious international journal.
